Chicago's Cook County Jail is teeming with nonviolent offenders, and as many as one-third of them report or display signs of mental illness.
To combat the problem, the Cook County Jail has named Nneka Jones Tapia, a psychologist, as the jail's director. This is the first appointment of its kind in the country, according to county officials.
“Detention in jails should be reserved for violent and dangerous offenders, not poor, sick and nonviolent individuals who need treatment,” said Jones Tapia.

House Bill 3533, which just received full bipartisan support in the House, requires people convicted of a second drunk driving offense to submit to in-car blood-alcohol monitoring devices for at least 5 years before their driver's licenses are reinstated. Read the full story here.

Governor Pat Quinn made history last Friday, granting 232 requests for clemency in just one day. For the past several years, Quinn has been slogging through thousands of petitions--4,766, to be exact--in an effort to work through the mountain of requests left behind by former Governor Rod Blagojevich.

Last weekend, a Chicagoan with a concealed carry permit did his best to help the Chicago P.D. capture an armed robbery suspect, but it didn't quite work out. A new law passed this spring that allows ex-offenders to skip over the "Criminal History" section of job applications until an employer has deemed them qualified for the job. Because so many candidates are rejected in the first round just because of criminal histories, this new law might help ex-offenders get back into the job market and get on the path to a new life. A Chicago man found with a loaded gun in his car says felony weapons charges against him should be dropped because of a court ruling that tossed out Illinois' concealed carry ban.
Deafalla Haddad was charged with aggravated unlawful use of a weapon after he was pulled over for speeding in November in Schiller Park and informed the officer he was carrying a loaded gun in a waistband holster.
His attorney, Matt Fakhoury, said the case should be dismissed because the law Haddad broke was found to be unconstitutional and because his actions would be legal in any other state.
